The
University of Pharmacy Carousels RFP Overview 1 Introduction The mission of the Division of
Pharmacy is to ensure safe, effective and cost-conscious medication use and
to work synergistically with health care colleagues to promote optimal drug
therapy outcomes through the development of integrated, quality programs in
patient care, research and education. The Division of Pharmacy strives

1.1. Key Events Timeline and
Critical Dates*
A pre-proposal meeting will be held on Friday, 12, 2010 at 10:30 a.m.
– 12:00 p.m. (CST) Attendance at this meeting is highly recommended for
potential Suppliers. The meeting will be held at University of Texas M. D.
Anderson Cancer Center (M. D. Anderson) Supply Chain Services Department,
1020 Holcombe Blvd, Suite 1450, Houston,
Texas, 77030. Suppliers should RSVP no later than Thursday, February 11,
2010, to cjscott@mdanderson.org. Attendees are limited to
two (2) representatives per company. Questions related to this RFP must be sent via email. All questions must be received no later
than Tuesday, February 16, at 1:00 P.M. CST. Questions
received after this time will not be accepted. Questions will not be answered via
telephone. All answers
to any questions or inquiries will be posted on the RFP webpage for all
Suppliers to access. It is M. D. Anderson’s intent to respond
to all questions and concerns; however, M. D. Anderson reserves the right to decline to respond to any
question or concern. The
timeline listed above entails many activities. Events listed in bold print
are considered significant. Suppliers are cautioned that this RFP process may
require multiple Supplier visits to the M. D. Anderson campus (i.e. Pre-Bid
Meeting and Interview of Finalists) and as such, Suppliers may be requested
to appear on very short notice. 2
Purpose for this Request for Proposal (RFP) The intent of the Request for Proposal (RFP) is to solicit sealed proposals for inventory management and workflow software implementation with new carousels and integration of existing carousels that best meets the requirements of the University of Texas M. D. Anderson Cancer Center (M.D. Anderson) for a medication and inventory management system. The vendor must have a demonstrated ability to provide software that will integrate with the existing Pharmacy information and dispensing systems. 2.1 Scope
of Work M. D. Anderson is looking to purchase Carousel and related items. All
items and pricing identified as beneficial for this project will remain in
effect for the duration of this RFP.

Carousels Medication carousels are powered rotating shelving units that are used to store large quantities of medications in a relatively small space. Carousels have been used in hospital pharmacies for many years, but have not, of themselves, played a significant role in enabling the future state of inventory management. The coupling of this older technology with inventory tracking software is a newer concept. · This technology must link the electronic information provided by the pharmaceutical distributor with an inventory record. · Newly purchased medications are received into the inventory database using bar-code based information transfer. · Withdrawals from stock to the dispensing areas, satellite pharmacies, distribution to UBCs and floor stocks will be tracked at either the package or patient level dosage levels using the bar code labels, hand-held or flat plate scanners and the inventory management software. · It should be possible to actively manage these sub-inventories with defined par levels and re-order points. · While medication carousels will not be cost effective and/or physically compatible with smaller inventory areas, the organizational objectives for maintaining a perpetual inventory as well as point-to-point or track-and-trace functionality is required. · This is to be accomplished using the same hand-held scanners and inventory management software that would be used with the medication carousels. · The desired solution will be to mimic the functionality of the medication carousel and software with the substitution of shelf storage units with bar-code or Radio Frequency Identification (RFID) tagging to define product locations. · As an alternative, a smaller inventory area supported a major inventory area could be established as a patient care unit within the inventory management database of the Inventory Control area carousels. The inventory is transferred from the carousel to this smaller inventory area as the patient care unit. If the incoming inventory were to be immediately transferred to a Unit Based Cabinets (UBCs) that would complete a track-and-trace linkage. · Comply with Generally Acceptable Accounting Principles (GAAP) for Inventory valuation. · Provide robust and user customizable reporting functionality · Support and interface to GE Centricity Pharmacy, PYXIS, ASP Robot, and PacMed Pharmacy Systems. · Provide real-time inventory quantities and dollar values to the drug, dose, strength, dosage form, and location level. ***Interested suppliers should
